Your version is indeed very old. To get a more recent version, go to https://osdn.net/projects/mingw/ and download and run the installer mingw-get-setup.exe This will give you a more recent version that will work on Windows 10. This will be a 32-bit development system. If you need a 64-bit system, you can go to the Mingw-64 project on Sourceforge, but that is a different project and is not supported on this mailing list.
